21st CAST Annual Meeting opens in Harbin
Co-hosted by the China Association for Science and Technology (CAST) and the People's Government of Heilongjiang Province, the 21st CAST Annual Meeting opened in Harbin, capital city of Heilongjiang Province, on June 29, 2019.
The theme of the meeting was "Innovation-driven reform and opening-up: role of science and technology in northeast China revitalization."
CAST president Wan Gang delivered opening remarks, and Zhang Qingwei, secretary of the CPC Heilongjiang Provincial Committee, delivered welcoming remarks, at the opening ceremony presided over by CAST executive vice president Huai Jinpeng.
Chen Zhili, former State Councilor, vice-chairperson of the Standing Committee of the 11th National People's Congress (NPC), and president of the China Association of Senior Scientists and Technologists, attended the opening ceremony.

Also attending the opening ceremony were Party and government leaders of Heilongjiang; academicians of the Chinese Academy of Sciences (CAS) and the Chinese Academy of Engineering (CAE); science and technology workers at the frontline of research, production and teaching; experts and scholars from Hong Kong, Macao and Taiwan; experts and scholars and representatives of science organizations from Russia, Japan, the United States and Britain;and journalists, totaling over 1,600 people.

In his opening remarks, Wan Gang provided an in-depth analysis of the scientific trends emerging from the current profound changes in the world and called on science and technology workers to forge ahead with their innovation endeavors amid the new circumstances, changes and challenges.
"China is facing unprecedented opportunities and challenges and we need more than ever to bring into full play the role of talents as the primary resource and the role of innovation as the primary driver of development," said Wan.
Hailing science and technology workers as pioneers of innovation and an important force underpinning innovation-driven development, Wan said that it is an important mission of science and technology associations to serve the workers and build platforms for their academic exchanges, growth, and innovation cooperation, with a view to bringing their role out as the primary resource and making innovation the primary driver of development.

While looking back at the innovative development of CAST as well as its role over the past two decades, Wan stressed the CAST 21st Annual Meeting should serve the following purposes:
-- It should be a place to tell stories of science and technology workers serving their countries, spread scientific spirit, and create social atmosphere that respects talents and embraces innovation.
-- It should be a meeting that guides science and technology workers to actively work for the supply-side structural reform, the fostering of new growth drivers, the targeted poverty alleviation, and the critical battle against pollution, all innovative efforts of China.
-- It should be a platform for science and technology workers to offer advice to the government. It should mobilize intellectual resources to provide strategic consultation for northeast China revitalization and youth innovation and entrepreneurship in the hope that sound decisions will lead to sound development.
-- It should be a meeting that guides science and technology workers to assume their social responsibility of advocating and popularizing scientific spirit, thoughts, methodologies and knowledge.
-- It should be a meeting promoting openness, exchanges and cooperation. It should advocate border-, barrier- and discrimination-free academic exchanges and cooperation, and supports science and technology workers to have in-depth exchanges and deepen research cooperation. It should make unremitting efforts to create an environment that upholds openness and exchanges.

In his welcoming remarks, Zhang Qingwei expressed his appreciation for the concern and support for Heilongjiang from CAST and people of all walks of life.
He said that in the new era, in accordance with General Secretary Xi Jinping's instructions, Heilongjiang is making innovation a prop for its revitalization by building an economic system and development mode primarily guided and supported by innovation at a faster pace.
"Innovation has transformed Heilongjiang, and will also definitely have a profound impact on its future," said Zhang.
Zhang said that Heilongjiang will take the Annual Meeting as an opportunity to deepen its strategic cooperation with CAST and the science community, and the province will introduce innovative resources to shore up its innovation weaknesses and generate its internal forces driving development.
The sectors in which Heilongjiang will seek in-depth cooperation would include modern agriculture, equipment manufacturing, ecology civilization, participation in the Belt and Road Initiative, emerging industries of strategic importance, expanding and fostering science parks and private tech companies, according to Zhang.
Wang Wentao, governor of Heilongjiang province; Ryoji Noyori, winner of the 2001 Nobel Prize in Chemistry and foreign academician of CAS; Xue Qikun, academician of CAS and vice president of Tsinghua University, delivered keynote speeches at the opening ceremony, entitled "Leverage the Advantages of Science and Education to Revitalize through the In-depth Integration", "The Future of Science, Technology and Innovation"，and "Science and Technology Innovation from the Study of high-temperature superconductivity", respectively.
Yuan Yaxiang, academician of CAS and vice president of CAST, presided over the keynote speeches session.
The opening ceremony also included a high-level dialogue, inviting Wu Hequan, academician of CAE and specialist in optical fiber transport network and broadband information network; Deng Zhonghan, academician of CAE and co-founder of Vimicro Corporation; Chen Hong, founder, chairman and CEO of the Hina Group; and Liu Erfei, founding partner and CEO of Asian Investment Fund to share their insights on 5G and the future.
The high-level dialogue was presided over by James Ding, managing director of GSR Ventures.
The 21st CAST Annual Meeting has three categories of activities– Frontiers, Revitalization, and Talents, and among all the 35 activities staged are the China Science and Technology Forum, the Directors' Forum on Digital Economy, and the Entrepreneurs' Summit Forum on Science, Technology and Innovation. Through strategic planning and talent introduction and focusing on industrial upgrading, the meeting will be attended by nearly 6,000 science and technology workers who will help revitalize northeast China and modernize Heilongjiang.
