21st CAST Annual Meeting concludes in Harbin, capital city of Heilongjiang, on the afternoon of June 30, 2019.

  

Co-hosted by the China Association for Science and Technology (CAST) and the People's Government of Heilongjiang Province, the 21st CAST Annual Meeting concluded in Harbin, capital city of Heilongjiang, on the afternoon of June 30, 2019.

 

CAST executive vice president Huai Jinpeng addressed the closing ceremony presided over by CAST vice president Xu Yanhao.

 

When summarizing the achievements made at the annual meeting, Huai outlined some of its most important features.

 

-Think tanks CAST organized science and technology think tanks to carry out thematic investigations in Heilongjiang ahead of the annual meeting, with a view to formulating high-standard plans for local high-quality development. Their consultation reports presented at the annual meeting are inspiring.

 

-Industry-academia integration A series of forums focused on establishing long-term mechanisms for supporting local development took place during the annual meeting.

 

-Openness and innovationThe15 international activities of the annual meeting attracted experts from close to 30 countries and over 20 international organizations to help Heilongjiang cultivate development advantages.

 

-Science popularization and talent introduction A series of science popularization activities were staged during the annual meeting, benefiting over one million people. In terms of talent introduction, CAST helped Heilongjiang bring in 60 original, ingenious and leading high-tech innovation and entrepreneurship projects from across the world through the annual meeting.

 

"CAST annual meetings reflect our times and have increasingly become a place to spread the scientific spirit, display achievements, popularize science, introduce talents, advise the government, embrace openness and seek cooperation," said Huai.

 

He called on participants to respect objective laws, follow the major trend of development and focus on shared interests and long-term development to jointly forge high-quality global economy.

 

"We should appreciate the value of scientific and technological innovation, academic exchanges, openness and cooperation in the context of the changing world. We should be able to perceive problems, opportunities and challenges from a strategic and big-picture perspective," said Huai, urging participants to undertake innovation and revitalization as called for by the times and make science and technology an underpinning force for the joint building of a prosperous world.

 

Huai said that looking ahead, CAST will mainly focus on the following areas of work.

 

-- It will raise awareness of its missions and responsibilities and genuinely serve science and technology workers. It will build bridges and platforms and create a favorable environment for science and technology workers to realize their innovation dreams and values in the process of working for the country, the people, the nation and mankind.

 

-- CAST, together with its affiliated societies and local branches, will work to ensure that resources reach Heilongjiang as agreed at the annual meeting and help translate the achievements of the annual meeting into real innovative development.

 

-- It will strengthen long-term cooperation mechanisms and expand cooperation both in China and beyond. It will let collaborative innovation organizations play an important role and put market mechanisms to good use in order to unleash the huge potential of science and technology as a primary productive force as much as possible.

 

-- It will improve the innovation environment and respect the laws governing talent growth and their role play. It will intensify efforts to create an environment that can keep talents of various kinds in northeast China.

 

Zhou Shouwei, vice president of CAST and the Chinese Society for Oceanography and academician of the Chinese Academy of Engineering (CAE), released the 20 major scientific issues and engineering and technical problems on behalf of CAST at the closing ceremony. On the list are "Are dark matters basic particles that can be detected?", "electrochemistry of high-energy-density power battery materials", and "the intelligent generation workings of the AI system".

 

Xiang Qiao, academician of CAE and general manager assistant and deputy director of the Science and Technology Commission of Aero Engine Corporation of China (AECC); Guo Wei, chairman of the board, Digital China Holdings Limited; and Xiao Lingyun, an assistant researcher at Peking University who represents young science and technology workers at the annual meeting delivered keynote speeches at the closing ceremony, entitled "Some Views on Innovation and Development of Aero-engine", "Digital Technology and Independent Innovation" and "Based on Science, Explore the Harmonious Symbiosis between Man and Nature in Sanjiangyuan Region" respectively.

 

The closing ceremony also included award ceremonies of the First International Green Dot Contest and the China (Harbin) Innovation and Entrepreneurship Competition for Overseas Talent as well as the hand-over ceremony of the CAST annual meeting flag to the next host city Qingdao, Shandong province.

 

Also joining the meeting were over 1,000 people including Meng Qinghai, CAST vice president and a member of CAST Secretariat; Shu Wei and Song Jun, also members of CAST Secretariat; Chen Haibo, deputy secretary of the CPC Heilongjiang Provincial Committee; Li Xiangang, vice chairman of the Standing Committee of Heilongjiang Provincial People's Congress; Cheng Zhiming, deputy governor of Heilongjiang; Zhang Xianyou, vice chairman of the Heilongjiang Provincial Committee of the Chinese People's Political Consultative Conference; Sun Jiye, deputy governor of Shandong; together with representatives of ministries and commissions; academicians, experts and frontline science and technology workers; representatives from Hong Kong, Macao and Taiwan, foreign experts and scholars, representatives of foreign science and technology organizations, and journalists.
