Cosponsored by the China Association for Science and Technology (CAST) and the People's Government of Shandong Province, the 22nd Annual Meeting of CAST opened at Qingdao International Convention Center in Shandong Province on August 14, 2020.
The theme of the meeting was "Innovation-driven reform and opening-up: Technology Fuels Cooperation and Development."

Wan Gang, vice chairman of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and president of CAST delivered opening remarks. Liu Jiayi, secretary of the Communist Party of China (CPC) Shandong Provincial Committee and chairman of the Standing Committee of Shandong Provincial People's Congress delivered welcoming remark.
The opening ceremony was presided over by Huai Jinpeng, executive vice president and chief executive secretary of CAST.
Wan Gang pointed out that facing the sudden outbreak of COVID-19 epidemic and the severe situation at home and abroad at the beginning of 2020, President Xi Jinping and the CPC Central Committee made overall plans to prevent and control the epidemic and promote the economic and social development as well.
While noting that Chinese sci-tech workers made great contributions to the battle against the epidemic and provided tremendous S&T support in the period of regular prevention and control of the epidemic, Wan stressed that we should have a clear understanding of the situation of economic and social development and the situation at home and abroad and grasp the development opportunity in the crisis.
Wan asked the sci-tech workers to promote the deep integration of science, technology and economy. He expressed that CAST must upgrade the newly-launched “Innovation China” program at higher level to build up favorable conditions for development of science and technology with the platform, make demonstrations of the pilot cities, expand networks with open attitude, and provide better services with talented personnel. Qingdao is among the pilot cities of the "Innovation China" program, Wan expressed his hope that Qingdao could give full play to its advantages and take the initiative in innovation.
Wan also pushed the Chinese sci-tech worker to get engaged into the international innovation networks, expand channels for people-to-people exchanges, and promote the openness and cooperation of the global scientific communities to facilitate the new development pattern of dual domestic and international circulation.
Liu Jiayi introduced that Shandong is a province with higher economic level, larger population and advanced S&T standard. Shandong people has the cultural gene of "innovation and making continuing changes" in the blood and has won great achievements in implementing the strategy of innovation-driven development.
Liu thanked CAST for this year’s Annual Meeting was tailored to meet the demands of Shandong Province. He briefed the attendees the provincial government’s policy towards sci-tech innovation and support for entrepreneurship and talents.
Liu concluded that Shandong Province would take the opportunity of co-sponsoring this year’s Annual Meeting to deepen Shandong’s strategic cooperation with the sci-tech circles at home and abroad to boost sci-tech innovation bear fruits in Shandong Province.
Huai Jinpeng said at the opening ceremony that, the world is undergoing profound changes unseen in a century and this year’s Annual Meeting was held at a special time when the COVID-19 epidemic was spreading across the globe.
Huai hoped the scientific communities featuring with common value and cross-border collaboration could pool sci-tech resources to serve the national development and make contributions to bring forth mutual-trust, openness and cooperation and win-win results, so as to inject positive energy into global S&T governance and cultivate human civilization.
Li Ganjie, deputy secretary of CPC Shandong Provincial Committee and governor of Shandong Province, Professor Toshio Fukuda, 2020 IEEE President & CEO and foreign academician of the Chinese Academy of Sciences (CAS), Wang Chen, academician of the Chinese Academy of Engineering (CAE), vice president of the CAE and president of the Chinese Academy of Medical Sciences and Peking Union Medical College, Guo Huadong, academician of the CAS, honorary president of the International Society for Digital Earth (ISDE) and member of the UN 10-Member Group to support the Technology Facilitation Mechanism for SDGs, delivered keynote speeches respectively and shared their views on the implementation of innovation-driven development strategy in Shandong Province, international exchanges and cooperation under the COVID-19 epidemic, prevention and control measures of the epidemic, and big data driving the realization of UN sustainable development goals.
Li Jinghai, academician of the CAS, vice president of CAST and president of National Natural Science Foundation of China (NSFC) presided over the keynote speeches session.
At the high-level dialogue session of the opening ceremony, Wang Haifeng, CTO of Baidu, Yu Kai, CEO & founder of Horizon Robotics, Jerry Liu, CTO of Haier Group and Wu Jian, director of the China Institute of Radio Transmission had deep discussions and exchanged ideas on new opportunities for sci-tech industries.
The high-level dialogue session was presided over by William Chou, vice chair of Deloitte and partner of Global Family Business of China & Leade.
About 300 famous experts and scholars, including academicians of the CAS and the CAE, representatives of sci-tech workers and entrepreneurs from the front line, heads of relevant national ministries and commissions, relevant officials of CPC Shandong Provincial Party Committee and Government, CPC Qingdao Municipal Party Committee and Government, experts and scholars from Japan, South Korea, Germany and other countries, representatives of sci-tech organizations and media reporters attended the opening ceremony. sixteen cities in Shandong Province set up sub-venues and get connected with the main venue of Qingdao by web links.
Featured with an "online and offline" combination form, this year’s Annual Meeting served as a platform of cross-border integration and intersection and made the voice of scientific communities being heard.
This year’s Annual Meeting consisted of the opening ceremony, the closing ceremony and five sections altogether more than thirty activities. Five sections were International Communication & Cooperation on Science and Technology, Maritime Power Construction, Deep Integration of S&T and Economy, Public Safety & Social Governance, and Talents & Innovation Development respectively.
The opening and closing ceremonies and main activities were held in Qingdao.
Some activities were held in China’s capital city Beijing and other cities in Shandong Province, including Tai'an, Weifang, Weihai, Dezhou and Rizhao.
