Song Jun, executive secretary of CAST, addressed the signing ceremony.
Graham Woodrow, a member of the Privy Council and Governance Panel and the International Advisory Panel of the British Engineering Council (ECUK), attended the ceremony, and Nigel Fine, chief executive and secretary of the Institution of Engineering and Technology (IET) delivered a speech.
Song Jun looked back the friendship and cooperation between the two sides in recent years, applauding the work results of the engineer qualification certification and capacity building of the two sides.
He said that facing the ongoing COVID-19 pandemic, the value of a community with a shared future for mankind is becoming more prominent, and the engineers all over the world play an irreplaceable role in responding to the crisis.
He briefed the attendees that, as the largest mass organization of scientific and technological professionals in China, CAST brings a large number of engineering and scientific talents together, and is making efforts to establish the Chinese Engineers Consortium (CSE).
He hoped that the two sides would take this signing ceremony as an opportunity to deepen cooperation on engineers' capacity building, and explore a new model on cooperation of engineer qualification certification, to promote more engineering mobility and get the two sides more engaged in global governance in the field of engineering.
Fine reviewed what had been achieved in the cooperation between the two sides in high-level exchanges, international journals, international conferences and international engineer standard certification.
He said that the signing of the MoU is a new start for the two sides to deepen cooperation.
Under the framework of the MoU, IET will always be ready to provide support in improving evaluation system of engineering capability, advancing mutual recognition of Sino-British engineers evaluation standards, and supporting China to join the International Professional Engineers Agreement (IPEA), added he.
He expressed his support to the efforts for the preparation of the CSE, and hoped that the two sides would build a communication platform for better mobility of engineers in both countries and promote more benefits for mankind with engineering technology.
On behalf of each side, Zheng Kai, director of the CAST Center for Professional Training and Services and Fine signed the Memorandum of Understanding to Promote Cooperation on Engineers' Capacity Building.
This is a special cooperation in the field of engineers since CAST and the IET signed a MoU in 2014.
It will play a positive role in enhancing the capabilities of engineers of both sides, promoting mutual recognition of engineer qualifications, and promoting China's entry into IPEA.

The two sides also had discussions on topics including engineering mobility, the contribution of the engineers in fighting against the COVID-19 pandemic and the preparation of the CSE.
Leading officials of the Department of International Affairs of CAST, the CAST Center for Professional Training and Services, the ECUK and the IET attended the ceremony.
