On November 12, the Ministry of Agriculture and CAST published the Outline of Scientific Literacy Education for Farmers. According to the Outline, by 2020, the goal that 95 per cent of the rural labor force will have been trained in scientific literacy and that the mass, socialized and regular activities of science popularization will be able to be conducted in over 95 per cent of the country's villages. Thus, the status of scientific literacy among farmers will basically meet the requirement for building a moderately prosperous society in an all-round way.
The Outline of Scientific Literacy Education for Farmers accurately describes the primary standards of scientific literacy for farmers and how to improve said literacy for farmers. The Outline suggests that by means of training and science popularization, the scientific literacy for farmers be considerably enhanced. A new social atmosphere will prevail in rural areas, which is characterized by respct for science, . abandoning bad habits, obeying laws and becoming rich through hard work, etc. The Outline stresses on the ability of farmers to use advanced practical technologies in production and increase their incomes, ability to use raw materials economically and build an ecologically sound homeland, the ability to channel the surplus rural labor force to the second and third industries in rural areas and cities, where they can take up new businesses, and ability of farmers to master modern agricultural techniques and to adapt to modern civilization and further improve their living standards.
