Zhang Jianyun, senior engineer and a member of the Chinese Academy of Engineering, is president of Nanjing Hydraulic Research Institute; .
Zhang Jianyun has been engaged in the study of flood prevention, hydrology, and water resources information. He directed the research and development of some key operational systems like “National Flood Warning System”, “National Flood-Prevention Consultative System”, “Comprehensive Flood-Prevention and Anti-Drought Hydrologic and Metrologic Information System”, and these provide scientific evidences and technological support to the national commanding and operation of flood prevention and fighting against drought. As deputy chief designer and chief designer, he directed the design of the national flood-prevention and anti-drought command system, as well as the first stage of project construction, in which he resolved some key technological problems in project design, construction, and operational management; and the project has set up a platform for the national flood-prevention and anti-drought decisions.
He proposed the model parameter optimization method characterized by the combination of mathematical automatic optimization and experts’ knowledge, multi-element supervision and information assimilation method involving ground surface, radar and remote sensing, and real-time modification forecast method based on the theory of error distributions, and they all contributed to the accuracy of China’s flood forecast. He applied the GIS and space analysis technologies in studying the regional regularities of hydrological model parameters, and proposed the method of deciding the hydrological parameters by utilizing geographical information, and basically solved the difficult problem of hydrological simulation in areas without sufficient materials. He served as editor-in-chief for Atlas of Statistical Parameters for China’s Rainstorm, which was approved by the Ministry of Water Resources in 2004 as an important tool in calculating rainstorm and flood. A series of standard norms and technological procedures he complied and edited have pushed forward the technological innovation in collection of hydraulic information and technological progress in hydrological profession.
Since he became the President of Nanjing Hydraulic Research Institute in 2006, Zhang has been leading his staff in doing various research, and has achieved rapid development in all fronts of work in the institute. In 2009 alone, the institute won one 1st award and four 2nd awards in the National S&T Achievements Awards, and fourteen 1st and 2nd awards at ministerial and provincial levels.
Zhang Jianyun has directed over 30 key S&T projects in the past years. He has published 4 professional works and over 100 papers. He has won one 1st award and three 2nd awards in the National S&T Achievement Awardsm, one special award and five 1st and 2nd awards at ministerial and provincials levels.
