Constitution of the China Association for Science and Technology

(Adopted on June 1, 2016 at the Ninth National Congress of the China Association for Science and Technology)


Chapter I  General Provisions

Article 1 The China Association for Science and Technology (CAST) is a mass organization of Chinese scientific and technological workers and a people’s organization under the leadership of the Communist Party of China (CPC). The organization serves as a bridge and a link between the Party and the government on one side and scientific and technological workers on the other; and it constitutes an important force whereby the state pushes forward the development of science and technology.

Article 2 The missions of CAST include: to hold high the great banner of socialism with Chinese characteristics; to take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of Three Represents and the Scientific Outlook on Development as its guideline; to implement in an in-depth manner the spirit entailed in the serial important speeches by CPC General Secretary Xi Jinping; and in line with the strategic layout of “comprehensively building a well-off society, comprehensively deepening reforms, comprehensively promoting the rule of law and  comprehensively pushing for stricter governance of the Party”, to adhere to the principles of taking science and technology as the primary productive force, innovation as the foremost power driving national development, and human resources as the number one resources supporting the nation’s growth, hence placing innovation in the core position of the country’s overall scheme of development; to put into effect the national strategies of rejuvenating China through science and education, reinvigorating China through human resources development and driving China’s development with innovation; to fulfill its responsibilities of serving the Chinese science and technology community, the nation’s innovation-driven development strategy, the improvement of scientific literacy of the whole nation, and the informed policy decision-making by the Party and government; to promote the prosperity and advancement of science and technology, as well as their popularization and dissemination; to facilitate the development and enhancement of scientific talent; to represent the opinions and suggestions of science workers, as well as to vindicate their legitimate rights and benefits; to create a benign scientific and cultural environment; to stick to the course of development of socialist mass organizations with Chinese characteristics; to constantly strengthen its own political consciousness, progressiveness and mass participation in order to build itself into an open, pivotal and platform-style organization; and to make it a truly people’s organization that works under the leadership of the CPC to liaise with the broad masses of scientific and technological workers in China, a social organization that provides science and technology-related public services, and an important part of the national innovation system; and above all, to rally the broad spectrum of scientific and technological workers across the country more closely around the Party with a view to striving to realize the China Dream of the great rejuvenation of the Chinese nation.   

Article 3 CAST consists of national learned societies, associations, research societies (hereinafter referred to as “societies”), local associations for science and technology and its primary organizations.

The local associations for science and technology are composed of learned societies at the same level and the next lower level associations for science and technology, as well as their peimary organizations.

Article 4 CAST follows the guideline for scientific and technological work that focuses on home-grown innovation, leapfrog advancement in key areas, supportive development and leading for the future; it carries forward the fine tradition of respecting labor, revering knowledge, honoring talent and valuing creativity; it advocates the spirit of innovation, truth-seeking, collaboration and devotion; it adheres to the principle of being independent and democratic in handling the association’s affairs, and upholds the policy of “letting a hundred flowers bloom and a hundred schools of thoughts contend”; it conducts its work strictly in accordance with relevant Chinese laws and regulations.

Article 5 CAST upholds the banner of patriotism and, with a view to safeguarding national unity and promoting the reunification of the motherland, works to strengthen the scientific and technological exchanges with the Hong Kong Special Administrative Region, the Macao Special Administrative Region and the Taiwan region.


Chapter II  Tasks


CAST is charged with the following tasks:

Article 6 Maintaining close links with scientific and technological workers nationwide; propagating the Party’s lines, guiding principles and policies; representing scientific and technological workers’ suggestions, opinions and requests; vindicating science workers’ legitimate rights and benefits; building up CAST as the Home of Scientific and Technological Workers.

Article 7 Conducting academic exchanges; enliven academic thinking; advocating academic democracy; optimizing the academic environment; facilitating disciplinary development; and giving impetus to the construction of the national innovation system.

Article 8 Organizing scientific and technological workers toward scientific and technological innovation endeavors; engaging them to participate in scientific assessment and consulting services, to help expedite the transformation and application of scientific research results, to power innovation-driven development, and to contribute to strengthening the indigenous innovation capabilities of enterprises.

Article 9 Carrying forward the spirit of science, popularizing scientific knowledge, promoting advanced technologies, disseminating scientific thinking and scientific methods; upholding the integrity and dignity of science; and enhancing the scientific literacy for all citizens.

Article 10 Perfecting the self-disciplinary function of the community of science; pushing on the establishment and perfection of a mechanism for supervising the integrity and credibility of scientific research; promoting the construction of integrity and ethics in scientific research; giving publicity to eminent scientific and technological workers; fostering a scientific culture; and putting into practice the socialist core values of China.

Article 11 Involving science workers in the consulting and making of the State’s science and technology strategies, planning, layout, policies, laws and regulations, as well as in the political consultation, informed policy decision-making and democratic supervision concerning the State’s affairs; building up a high level scientific and technological think-tank with Chinese characteristics.

Article 12 Organizing member societies to, in an orderly way, shoulder more government-entrusted responsibilities in or take over some government functions of assessing scientific projects, certifying professional credentials in the field of engineering technology, developing industrial technology standards, and recommending candidates for national science and technology awards.

Article 13 Attaching great importance to stimulating children’s interest in science and technology; identifying and cultivating outstanding young scientists and creative science teams; recognizing and giving awards to prominent science workers; and recommending scientific and technological talents.

Article 14 Launching people-to-people international exchange programs in science and technology; promoting international science and technology cooperation; developing friendly interflows between the Chinese science and technology organizations and science workers on the one side and their overseas counterparts on the other; providing services to returned overseas Chinese scientific and technological talents to facilitate their innovation and entrepreneurship in China.

Article 15 Initiating public and not-for-profit undertakings that are in line with the missions of CAST. 




Article 16 CAST applies the system of group membership.

Eligible academic societies, associations of science and technology in colleges and universities,large enterprises and other grass-root organizations, upon approval, may become group members of science and technology association of the same level.

Individual members are recruited through primary academic societies and grass-root organizations.

Article 17 Rights and obligations of members

Group members may elect their representatives to attend CAST congresses. These representatives have the rights to vote, the right to be elected and the right of supervision. They may take part in CAST activities, put forward their comments and proposals and exercise supervision over CAST.

Group members should abide by this constitution, accept the leadership of CAST, implement the resolutions and decisions made by CAST and carry out activities in accordance with this constitution and undertake the tasks assigned by CAST.

The rights and obligations of individual members are stipulated by regulations of primary societies and organizations.




Article 18The National Congress and the elected National Committee are the national leading body of CAST.

The Standing Committee of the National Congress is the permanent establishment of the National Congress.

Article 19 The National Congress is held every five years and is convened by the National Committee, but may be held in advance or postponed under special circumstances.

Article 20The number of the deputies and the electoral procedure for the National Congress are decided by the Standing Committee. These deputies are elected through democratic consultation among national societies, associations of science & technology from provinces, autonomous regions, municipalities directly under the central government and other organizations concerned.

A tenure system is applied for the deputies to the national congress.

Article 21The National Congress exercises the following functions and powers:

  1. Determine the working principles and mission of CAST;
  2. Review and approve the work report of the National Committee;
  3. Formulate and revise the constitution of CAST;
  4. Elect the National Committee;
  5. Decide on other major issues.

Article 22 The National Committee meeting is held once a year and is convened by the Standing Committee.

Article 23 The National Committee exercises the following functions and powers:

  1. Implement resolutions as adopted at the National Congress;
  2. Elect the president, vice-presidents and members of the Standing Committee;
  3. Review the annual work report of CAST;
  4. Decide on the granting of honorary titles;
  5. Decide on other major issues.

Article 24When the National Committee is not in session, the Standing Committee takes charge of the work of CAST, carries out the tasks identified by the National Committee, approves the alteration, addition or dismissal of members of the National Committee, admission, withdrawal or punishment of members, decides the adjustment of the Standing Committee members and vice-presidents of the National Committee, which are submitted to the National Committee for approval.

The Standing Committee meeting is generally held every six months and is convened by the president or by an vice-president authorized by the president.

Article 25A secretariat is set up under the Standing Committee and is composed of the first secretary and several other secretaries nominated by the president and approved by the Standing Committee. The Secretariat, under the leadership of the Standing Committee, is in charge of the daily routine of CAST.

Article 26A number of working committees and special committees are set up under the Standing Committee to assist in the consideration of the related issues subject to approval by the Standing Committee.

Article 27 In case of need, outstanding scientists will be engaged by the Standing Committee as consultants of CAST.

Article 28 Members of the National Committee and members of the Standing Committee should cherish the honor they deserve, observe the discipline and perform their duties. National Committee members who are absent from the National Committee meeting for two consecutive times with no reason and who do not perform their regular duties will generally be dismissed from their position at the National Committee; Standing Committee members who are absent from the Standing Committee meeting for three times with no reason and who do not perform their regular duties will generally be dismissed from their position at the Standing Committee.

Those who are investigated over serious discipline offenses or subject to criminal penalties will be removed from their post and their qualification of deputy at the national congress will be terminated. 


Chapter V  National Societies


Article 29National societies as referred to in the Constitution are social groups formed based on natural sciences, technological sciences, engineering technology and related scientific disciplines or for the purpose of promoting the development and popularization of science and technology.

Article 30National societies shall meet the following basic requirements in order to join CAST.

First, to recognize CAST constitution;

Second, to register in accordance with the registration management law of social organizations;

Third, academic leaders should have a major impact in the relevant fields and individual members should reach more than 1,000;

Fourth, to carry out academic exchange activities often and have capacity of serving scientific and technological innovation, consultation for decision-making and science popularization. To edit and publish science journals and establish Science and Technology Awards in principle;

Fifth, to have an organization entity, fixed office spaces and full-time staffs.

Article 31National societies in line with Article 30 shall become group members of CAST after its application approved by CAST Standing Committee.

Article 32National societies joined CAST shall accept its leadership, perform its resolution, undertake and complete its tasks and elect representatives to its National Congress.

National societies are subject to the approval of the Standing Committee for their withdrawal from CAST.

Article 33 General Assembly of national societies shall be held every four to five years to decide societies’ working policies and tasks, review and approve its council working and financial reports, enact and amend chapters and elect a new council.

National society offices shall work under the leadership of its Council.

Article 34National societies may set up society consortium according to the need of discipline development. If requests met, the consortium shall establish Communist Party's working organs. Society consortiums are unincorporated social organizations and subject to the Standing Committee approval for their formation or dissolution.

Article 35Approved by CAST, national societies shall be given a deadline for rectification, warning, removal from group membership and other penalties in face of the following circumstances:

First, ineffective and disorganized societies shall be ordered for rectification within a definite time;

Second, if still no significant improvement after rectification, societies shall be given warning upon approval by CAST;

Third, societies in violation of state laws and regulations, or in serious violation of CAST constitution and caused serious adverse consequences, shall be revoked group membership approved by the Standing Committee.


Chapter VI  Local Association for Science and Technology


Article 36Local association for science and technology as referred to in the Constitution is the branches located in the provinces (autonomous regions and municipalities), cities (prefectures, leagues) and counties (cities, districts). Local association for science and technology is the local organization of CAST and is also a people's organization under the leadership of the local party committee.

Article 37Local associations in provinces, autonomous regions and municipalities receive professional guidance directly from CAST.

Local associations in cities (prefectures, leagues) receive professional guidance from provincial (autonomous regions and municipal) Associations.

Local associations in counties (cities, districts) receive professional guidance from  city (prefecture, league) level Associations.

Societies below provincial level (including provincial) are under the leadership of the same level local branch association, and receive professional guidance from higher societies.

Article 38 Local association for science and technology shall implement constitution and resolutions of CAST, and elect representatives to the Congress of higher association.

Article 39The Congress of local association shall be held every five years to determine working policies and tasks of the area, reveive the working report of the Committee and elect Committee of local association.

The outcome of election of President and Vice President of the local association shall be reported to the higher level local association.


Chapter VII  Grass-roots Organizations


Article 40Associations for science and technology (Associations for science popularization) in enterprises that gather scientific and technical workers, as well as qualified villages and towns and subdistrict communities, are the grassroots organizations of CAST, and operate in accordance with the Constitution.

Local associations for science and technology shall provide guidance to rural professional and technical associations and other grassroots organizations.

Article 41CAST and its local branches could develop qualified grassroots organizations to be group members in consideration of their scale and impact.

Article 42Grassroots organizations shall according to their own characteristics, mobilize and organize scientific and technical workers to carry out academic exchanges, science and technology popularization, practical technology promotion and be devoted to promote innovation-driven development as well as public entrepreneurship and innovation.

Article 43 Grass-roots organizations shall develop individual members, timely and accurately reflect recommendations, opinions and aspirations of grassroots scientific and technical workers. Grass-roots organizations shall strive to serve as the home for scientific and technological workers, and be their best friends.


ChapterVIII  Staff


Article 44Functional departments ofassociations of science and technology atall levels administer their working staff according to relevant State regulations.

Article 45Member societies affiliated to associations of science and technology atall levels administertheir staff according to relevant personnel management regulations that are formulated as required by the management of different types of employees.

Article 46Public institutions affiliated to associations of science and technology atall levels administertheir staff according to relevant State regulationsforpublic institutions.

Article 47Staff ofassociations forscience and technology atall levels should be dedicated tothe causeof association forscience and technology, firmlyset in mind the idea of servingscientific and technological workers, constantly improve thestyle of work, go deep into real life and grass-roots units, maintain closeties with the scientific and technological workers, and to enhance their understanding ofpolicy, professionalskills and ability to serve society.

Article 48Associations for science and technology atall levelsshould strengthen the cultivation and education of their staff, and conduct appropriate training of their staff in an organized and planned way so as to enhance their political and professional quality.  

Article 49Staff of an association for science and technology and its affiliated organizations should consciously strengthen their self-discipline and restriction of ethics, and protect the reputation of the association as the home of scientific and technological workers, which should not be vilified and defamed. Violators shall be given punishment according to the seriousness of the case.


Chapter IX  Fund and Assets Management


Article 50Sources of Funding include:

1. Financial allocation,

2. Grants,

3. Donation,

4. Membership fees,

5. Operational income, and

6. Other incomes.

Article 51Special funds shall be set up for academic exchange, science popularization and efforts for recommendation and awarding of professional talents.

Article 52A democratic fund management system shall be created under the leadership of the standing committee. 

Article 53Funds and assets owned by associations for science and technology or immovable property acquired through State or local authorities grants are protected by law and shall not be occupied, embezzled or transferred by any institution or individual. The ownership of the assets of the enterprises or institutions that are affiliated to an association for science and technology shall not be changed at will.


Chapter X  Emblem


Article 54The emblem of the China Association for Science and Technology is a design consisting of an ancient planetarium, a space craft, gear, wheat ears, a rod of Asclepiusand the full name of the organization in both Chinese and English.

Article 55The emblem of the China Association for Science and Technology may be hung up in work places, venues of activities and conferences, and printed in publications, or be made in the form of pins or badges for wearing.


Chapter XI  Supplementary Provision


Article 56The acronym of the China Association for Science and Technology is CAST.

The China Association for Science and Technology is located in Beijing.

The official name of the organization in English is THE CHINA ASSOCIATION FOR SCIENCE AND TECHNOLOGY, abbreviated as CAST.

Article 57The National Committee of the China Association for Science and Technology formulates The General Principles for National Societies affiliated to CAST according to the Constitution of CAST.

Article 58National Societies affiliated to the China Association for Science and Technology formulate their own constitutions or statutes according to related regulations of social organization registration authorities and the Constitution of CAST.

Local associations for science and technology formulate rules for implementation according to the Constitution of CAST.

Article 59The China Association for Science and Technology reserves the right of final interpretation of the Constitution of CAST.

Article 60This Constitution of CAST comes into effect after it is adopted by the National Congress of the China Association for Science and Technology.
