The Overseas Chinese Science and Technology Association Representative Office Cluster (Tianjin) and Zhejiang (Shaoxing) High-Level Foreign Experts Innovation Center sign framework cooperation agreement

From November 5 to 7, the 2025 Exchange Event of the Overseas Chinese Science and Technology Association Representative Office Cluster (Tianjin) was held at the Tianjin Scientists & Engineers Club.

During the event, the Overseas Chinese Science and Technology Association Representative Office Cluster (Tianjin) and Zhejiang (Shaoxing) High-Level Foreign Experts Innovation Center signed a framework cooperation agreement. According to the agreement, the two parties will deepen collaboration and coordination in areas such as the introduction and cultivation of high-level talent, matchmaking of high-quality projects, and mechanism building of the two clusters. They will jointly explore new pathways for the integrated development of talent and technology across regions, aiming to create a new model for regional cooperation.

The event also featured the presentation of registration certificates to four overseas Chinese science and technology societies newly approved to establish representative offices in Tianjin. Additionally, letters of appointment for ambassadors attracting overseas experts to work in Tianjin were presented to seven leaders of overseas Chinese science and technology societies and the chief representatives of their domestic representative offices. This fully acknowledged their role in promoting non-governmental international sci-tech cooperation and exchanges of talent between China and foreign countries.

As China’s first Overseas Chinese Science and Technology Association Representative Office Cluster, Tianjin has achieved preliminary results. Since its launch in December 2024, the cluster has established an efficient working mechanism led by the Tianjin Association for Science and Technology with departmental coordination and local implementation, supported by preferential policies such as tax incentives and Free Trade (FT) accounts. To date, 10 overseas science and technology societies have set up representative offices in Tianjin, with 9 international science and technology exchange events organized and over 30 cooperation projects facilitated, effectively promoting the translation of scientific research, industrial projects in Tianjin and attracting high-level talented people to settle down in Tianjin.

The exchange event is one of a series of activities organized for the CAST International Month 2025: Openness, Cooperation, Trust. Held under the theme “S.T.I. Bridges, Humanity Orients,” International Month 2025 brings international science and technology organizations, local governments, national societies, and provincial associations together to deepen dialogue and expand cooperation between Chinese and international scientists for shared progress.
