CAST UN Consultative Committee on Open Science and Global Partnership

Introduction

CAST UN Consultative Committee on Open Science and Global Partnership (CCOS) was established in March 2022. Chaired by Prof. Yang Wei. CCOS is headquartered at Zhejiang University. Leveraging CAST’s special consultative status with the UN Economic and Social Council (ECOSOC), CCOS fulfills its advisory role in line with the UN 2030 Agenda for Sustainable Development. It conducts research on critical issues in the field of open science, organizes consultative experts to participate in relevant UN activities, synthesizes advisory outcomes, and provides policy recommendations. CCOS aims to continuously enhance the influence of China and other developing countries in the global open science movement and contribute to shaping a global framework for open science.

Key Activities

• Since 2022, CCOS has organized three side events at the UN STI Forum, establishing a stable mechanism for international exchange.

   o 2022 side event themed “Open Science Promoted Quality Graduate Education in Global South”

   o 2024 side event titled “Leveraging Open Science for Sustainable Development in the Global South”

   o 2025 side event focused on “Gender Equity and Global Partnership: A Global South Perspective”

• Co-hosted the 758th Xiangshan Science Conference and issued the “Xiangshan Initiative on Open Science” to promote innovation in research collaboration paradigms.

• Released the “International Code of Conduct for Research Collaboration Initiative” at the World Laureates Forum, advocating for ethical and inclusive research practices.

• In 2025, CCOS was approved as part of UNESCO IDSSD “Open for Science 10 (OS10)” initiative, contributing to the development of a global open science infrastructure and capacity-building framework.
