He Junke, secretary of the leading Party members group, vice president in charge of daily work, and chief executive secretary of the Secretariat of the China Association for Science and Technology (CAST), attended the 10th Sino-Russian engineering and technology forum and the 2023 Sino-Russian digital economy summit, and made surveys in Heilongjiang Association for Science and Technology (HAST) about how to serve sci-tech innovation and promote industry development from October 31 to November 1, 2023.

During the forum, Xu Qin, secretary of the Heilongjiang Provincial Party Committee and Liang Huiling, governor of Heilongjiang Province met with He Junke, and the two sides exchanged ideas on how to implement CAST’s major programs in Heilongjiang Province.

In his speech at the forum, He Junke noted that under the strategic guidance of President Xi Jinping and President Putin, China and Russia keep their comprehensive strategic partnership of coordination at a high level, bringing more development opportunities for bilateral sci-tech cooperation.

He emphasized that CAST would maintain close ties with the Russian Union of Scientific and Engineering Associations (RUSEA) to improve mechanism to promote sci-tech cooperation and talent mobility, and deepen cooperation in the fields of technology transfer, achievement transformation and industrialization.

He Junke made surveys at the Avic Harbin Aircraft Industry Group Co., Ltd., Harbin Institute of Technology, among other institutions, delving into laboratories, production workshops, and education bases on the Spirit of Chinese Scientists to have a clear understanding of status quo of scientific research, cooperation among enterprises, universities and research institutions, organizational construction at grassroots levels, and services providing to sci-tech professionals.

He encouraged grassroots sci-tech professionals to bear in mind the nation’s most fundamental interests and carry forward the Spirit of Chinese Scientists and the Ethos of Engineers to be innovative pioneers to contribute wisdom to the nation’s sci-tech self-reliance and strengthening at higher levels.
