China's Top Engineers' Group Seals First LatAm Pact with Brazilian Peers

2025-10-09

Rio de Janeiro, Sept 23—China’s top engineering group signed its first-ever cooperation deal with a Latin American counterpart on Tuesday, agreeing to swap know-how on training and to create exchange slots for young professionals at a time when China is ramping up infrastructure investment across the region.

The Chinese Society of Engineers (CSE) and the Brazilian Federation of Engineering Associations (Federação Brasileira de Associações de Engenheiros, FEBRAE) initialled a memorandum of understanding (MoU) in Rio de Janeiro covering joint capacity-building programs and reciprocal visits.

Wang Jinhan, Executive Secretary of the China Association for Science and Technology (CAST), witnessed the signing and later held talks with FEBRAE President Hideraldo Rodrigues Gomes.

The CAST sponsors the CSE, which was formally launched in 2021 to give China’s 20 million engineers a unified professional body similar to U.S. or European counterparts.

The FEBRAE, a non-profit umbrella-shaped group recognized by Brazil’s Congress and affiliated to the Pan-American Union of Engineering Associations (Unión Panamericana de Asociaciones de Ingenieros, UPADI), represents more than a dozen local engineering societies.

Officials from the CAST’s Department of International Affairs and from the Hainan provincial science and technology association attended the ceremony.
