CSE and PEC Sign Engineers' Mutual Recognition Agreement

The Chinese Society of Engineers (CSE) and the Pakistan Engineering Council (PEC) signed the engineers' mutual recognition agreement in Chengdu on June 11, 2025.

 

Both sides, referring to international mutual recognition rules for engineers and fully respecting each other's actual situations, have reached a consensus on the substantial equivalence of engineers' competency evaluation standards, assessment procedures, and quality assurance systems, to achieve mutual recognition.

 

Under the mutual recognition agreement, professional members of the CSE can obtain the professional engineer registration and practice qualifications in Pakistan through a streamlined process.

 

This will provide high-level engineering technical talent support for the China- Pakistan Economic Corridor (CPEC), the flagship project of the jointly built Belt and Road Initiative.

 

The signing of the mutual recognition agreement provides an innovative model for subsequent strengthened cooperation with other countries in engineering capacity building and promotes mutual recognition of engineers between the two countries.

 

It creates favorable conditions for the overseas development of Chinese engineers and engineering enterprises to better serve the Belt and Road Initiative.

 

It also indicates that the competency evaluation system established by the CSE is gaining recognition from more member organizations of the International Professional Engineers Agreement (IPEA) of the International Engineering Alliance (IEA).

 

This will promote China's future application to join the engineering capacity agreement of the IEA.

 

The PEC, established under the PEC Act 1976, is a statutory body. It undertakes functions including professional accreditation of engineering education, engineer registration, Continuing Professional Development (CPD) for engineers, registration of construction and consulting firms, and serving as a federal government think-tank.

 

It is a member of the Federation of Asian and Pacific Engineering Institutions (FEIAP), an associate member of the World Federation of Engineering Organizations (WFEO), and a signatory to the Washington Accord (WA) and the IPEA of the IEA.
